Is it True ? When is a lie under oath not prosecutable.

After the FBI decision yesterday, I guess we have our answer!

Does anyone know when the law changed, that when you lie under oath it is considered perjury?? Didn’t the head of the FBI admit that Hillary lied under oath before Congress?? How is that not prosecutable?
