The G7 originated in 1973 as an informal meeting of finance ministers from the United States, United Kingdom, West Germany, France, and later Japan, initially called the “Library Group”. It evolved into the Group of Five, then the G7 with the inclusion of Canada in 1975. Russia joined in 1997, forming the G8, but was suspended in 2014 following its annexation of Crimea, returning the group to the G7.

Purpose and Functions

The G7 serves as a platform for coordinating global economic policy, addressing international security, and discussing transnational issues such as climate change, trade, and emerging technologies like artificial intelligence. While it has no permanent secretariat or treaty basis, the G7 wields significant influence through annual summits and ongoing ministerial meetings. It has spearheaded initiatives including HIV/AIDS responsefinancial aid to developing countries, and climate action under the Paris Agreement

The G7 operates through a rotating presidency, with the presiding country setting priorities and hosting the annual summit. In 2025, Canada holds the presidency and hosted the Leaders’ Summit. Engagement groups, such as the Gender Equality Advisory Council (GEAC), provide independent recommendations to G7 leaders on specific issues. Other states and international organizations are often invited as guests to participate in discussions.

Recent G7 summits have addressed geopolitical tensions, including the Russia-Ukraine conflict, and global infrastructure initiatives to counter China’s Belt and Road program. The 2025 summit in Kananaskis, Canada, focused on issues such as AI, quantum computing, critical minerals, and the Iran-Israel conflict, highlighting both cooperation and policy divisions among members. Critics argue that the G7’s limited membership and lack of formal enforcement mechanisms reduce its global representativeness and effectiveness.
