Where did the $16 Billion in US Grants Given to Baltimore in 2018 Disappear to?

The city of Baltimore received $16 billion in grants in 2018! The city is a dump. Where did the money go? Does Representative Cummings know?

(So how should this be handled if we give them money and they don’t know how to handle money?)

Waiting, patiently waiting.

(How sad; but, as the banker always states:  We need a better way to reconcile this amount of money and quit being so trusting and do more verifying.  The real problem is that the government is too big and is not qualified to handle the money coming in or going out.)
