President Donald Trump’s new acting chief of Homeland Security will be under pressure to implement legally dubious solutions to an influx of migrants at the U.S.-Mexico border – policies that his predecessor either could not, or would not, deliver.

A U.S. judge on Monday halted the Trump administration’s policy of sending some asylum seekers back across the southern border to wait out their cases in Mexico, stopping a program the government planned to expand to stem a recent flood of migrants.

Attorney General Barr appeared before a congressional panel for the first time since Special Counsel Mueller completed his report into Russian interference in the 2016 presidential election.
