Who gave the approval (Obama) and what is the purpose for this? Would Governor Abbott give us a comment on this?

British biotech company, Oxitec, who Obama dealt with. Surely, our Prez won’t allow this? If it is a British Company if they want to experiment with people why don’t they experiment with people in London or is it just one of Obama’s evil ways of getting rid of people at the time?
