Three hours of  homework is ridiculous.  If the person has a study period – that time should be used for her homework.  From what I can understand, there is too much time spent in class for disruptions which causes stop and start up time in the class room. More discipline needs to be incorporated into the class room for starters.

And computers should be used sparingly in the classroom with more interface with the instructor and the class room.

Computers have not been that helpful as a tool in the class room because the students do not learn to listen to others and interface with others.  It is very evident in our younger generation today – especially in the colleges.  They can’t seem to sit and listen to another person’s viewpoint.
