What is the  problem here – why all of the special protection for people?  If we are all protected to start out with –  why do some people require protection on top of protection?  Time to quit this dividing the dividends.  Set up the coverage first. Put it all in one pot and when someone needs help let them file for help and be done with it.  Why do we continue to make things complicated – JUST MAKE IT PLAIN AND SIMPLE?
