I would consider Harry a diamond in the rough – meaning –  someone who is basically good-hearted for self-serving purposes; but, lacking social graces and respect for the law.

Sounds like the Mafia who take care of their own until a double-cross happens – and just like the government – you can take a word like “diamond” and turn it around and still make it taste good.
