You can’t get blood out of a turnip.  If people don’t have a job which was caused by Obama and the Democrats/Elite Republicans by increasing the taxes and thereby running all of the high-paying jobs out of the country, how can you expect people to pay their bills.

You are starting the arresting of people at the wrong end of the spectrum – you need to start at the top and work down and then you would have better results.  As usual, assal backwards.
