Domestic abuser is the name calling that Barbara Boxer, Socialist Democrat, has pinned on the Republicans.  The definition of an abuser is the wrong, bad, or unjust use of or practice.  Ms. Boxer, child psychology aside, etiquette frowns on any display that lowers the dignity of another person.  Etiquette survives improper behavior.  It maintains its own standards in the hope that, once the bad behavior passes, propriety will once again be observed.  I guess you have forgotten – any scolding – should be done in private.
