When are the cities going to send the people to jail who pilfered them?  All of these cities are going bankrupt and someone needs to be held accountable.  I am surprised the people in these cities have not come forward to demand an investigation.  It seems the cities who are going bankrupt have all been run by democratic  governments which  consisted of mayor, council members, and workers  (they become involved with the union),  the union leaders who are democrats (negotiate contracts for way too much money), and in the end the union gives the money to the democratic party.  It is a vicious circle.  The people in these cities are left holding the empty bag.  Some day the public will learn, I hope!
