Our Congress needs to review who, why, and what ingredients are included in the recipe for this entitlement.  Let’s set up a  procedure and break it down into each part.  It looks like the Plantation Party is cooking the books and using ingredients that were not meant to be included and the sausage is beginning to smell, plus ingredients are way over the budget for this sausage.  Then regrind to pass the smell test.
