It is easy –  make every department submit a new budget, then cut that budget by twenty-five percent because every department bloat their budget because they know they are not going to get what they ask for.  Then do not replace retirees by attrition so you can reduce the rolls.   Merge all duplicate departments.  Stop all spending for one month except for mandatory spending.  Do not pay any medicare or medicad bills for one month.  Make every social security recipients re-apply and then check out each person to make sure they are a legal citizens of this country.  Also all able-bodied citizens who receive assistance work for the cities they live and work for their benefits if they can’t find a job.   Verify all recipients that live out of the country to be sure they are citizens.  This should be a first step.
