The Vice President and Secretary of State were responsible for setting up this agreement with Iraq.  They failed to negotiate this.  Since all troops were with-drawn, it has emboldened Alqaeda to re-enter Iraq.  The agreement was to leave a small group (10,000 soldiers) in Iraq until they could set  up their democracy.  A lot of lives were lost in Iraq for what?  Some people just can’t see the forest for the trees.
