What is a SLACKER?  Definition:  A person who tries to keep from doing his work or duty.   My suggestion is:  those people who are recipients of any Federal aid and are capable of working but unable to find ANY, ANY work should have to work for the cities or schools where they live.  All cities or schools have work  that needs to be done.  At least, they would be productive and earning the money they are receiving.
